PRECAUTIONARY AND PREVENTION PRINCIPLES AS TOOLS FOR MITIGATING THE CLIMATE CRISIS IN RIO GRANDE DO SUL

Abstract

Objective: To analyze the precautionary and preventive principles as essential legal tools for mitigating the effects of the climate crisis in Rio Grande do Sul. The study seeks to understand how these principles can be effectively applied to reduce socio-environmental impacts and protect vulnerable populations.

Methodology: The research employs deductive and inductive reasoning, with a monographic method and doctrinal, legal, jurisprudential, bibliographic, and documentary techniques.

Results: The analysis demonstrates that the intensification of extreme weather events in the state arises from both natural factors and structural and governmental failures, highlighting the urgency of integrated public policies grounded in environmental justice.

Conclusions: The study concludes that effective implementation of the precautionary and prevention principles requires institutional strengthening, preventive strategies, and the inclusion of environmental justice as a central pillar of climate governance.
